UR housing, and why it matters for foreign residents
UR (Urban Renaissance Agency) housing is public rental stock open to foreign residents on the same terms as Japanese applicants. It removes most of what makes the private market difficult: no key money, no agency commission, no renewal fee, and no guarantor requirement. In exchange, applicants must clear a documented income or savings threshold, and this calculator shows whether you do.
The two qualifying paths
- Monthly income path — your gross monthly salary before tax, or your total annual income divided by twelve, measured against a multiple of the target rent.
- Bank savings path — an alternative route for applicants whose income is irregular, self-employed, or newly established in Japan, assessed on documented savings instead.
What the calculator returns
Enter your target monthly rent, gross monthly income and documented savings, and it reports a status assessment against both paths, so you can see which one you qualify under and by what margin. If you fall short on one, the other frequently still works — a point many applicants miss and which leads them to rule out UR too early.
Before you apply
UR requires original documentation of whatever you claim, so income certificates, tax records and bank statements should be in order before you approach an office. Availability varies sharply by estate and season, and popular central properties move quickly. If UR does not fit your situation, the eligibility quiz shows which other routes are open, and the move-in cost calculator prices a private-market lease for comparison.
